Market Engagement for Digital Delivery Partnerships - Procurement Project
You are invited to join NHS England for an early market engagement webinar to support the upcoming NHS England Digital Delivery Partner procurements.
The webinar will take place on Thursday 10th April 2025 14:30 -16:00, the session will explore the capabilities and requirements needed to fulfil the role of a Digital Delivery Partner, as well as the commercial structuring of these capabilities. Following market response, the intent is to launch the subsequent procurement towards the end of 2025.

Background
NHS screening and prevention programmes can identify risks and diagnose conditions early and improve the likelihood of successful treatments. By detecting health issues before symptoms arise, people are given the best possible chance of accessing effective and curative treatment.
NHS England will deliver several procurements to support the ongoing transformation of screening as well as wider prevention services (acknowledging the increasing role of medtech and wearable devices in the years to come), helping to ensure the correct profile of suppliers and capabilities is present to enhance outcomes for NHS England, internal users and end patients of screening products and services.
These procurements will use existing Crown Commercial Services Frameworks to ensure NHSE has access to the required suppliers to provide critical capability in Adult Screening Services, Newborn & Antenatal Services and Wider prevention services.
What is the purpose of the session?
The webinar will provide an overview of our ambitions as well as the capabilities and outcomes we require to deliver them, and our proposed future operating model. We will provide more detail on our intended routes to market, utilising Crown Commercial Service frameworks to source delivery partners.
We would like as many healthcare suppliers as possible to join us and provide feedback on our intended approach. In particular, delivery partners who have experience of building digital services capabilities using an agile user centred design and highly collaborative delivery approach. Partners who can run, support and scale at pace for the digital products they build for us in meeting the needs of the public.
The commissioners and delivery teams from the Screening and Wider prevention teams will be in attendance and we will include time for answering questions.
What will the event cover?
NHS England intends to source several Delivery Partners to operate in specific lots, supporting to deliver new products and services, support the ongoing maintenance of existing systems prior to decommissioning and delivering wider enabling support to the organisation as a whole to facilitate delivery of new digital solutions. The scope of requirements will be explored in the webinar but is expected to include:
- Testing of proposed lotting structure and associated commercial vehicles
- Required capabilities include but are not limited to:
- Maintenance and decommissioning of legacy systems
- Technical build and development of new products and services
- Drive management and end to end delivery of products
- Drive organisational change and maturity in agile ways of working
- Design wider digital strategy and policy drivers
In addition to providing further detail on requirements the webinar will explain more of the background, objectives, scope and challenges associated with this project and what will be needed from a potential supply chain. We will also explore the preferred commercial approach and delivery model.

The target audience for this session are commercial and technical representatives from suppliers with the capability to meet the outline requirements. We anticipate those to include but not be limited to:
- Technical product design and delivery organisations
- Small & Medium enterprises with specialist skills in relevant areas to screening and prevention services, data & AI
- Agile software development organisations
- Wider organisational transformation and consulting services suppliers
Following the webinar, we may have further 1-2-1 follow-up sessions to further inform and develop the NHS England approach, achieving the best outcomes possible when it comes to tender activity.
